John - Pinellas County is the MOST densely populated county in Florida and we are completely "built out" (we have next to no new construction - only a lot her or there or a tear down as you mentioned and reuse of existing land)so you can either buy properties for land value and rebuild/redevelop or remodel an existing property. Depending on whether you're in a flood zone or not makes a big difference. If you improve over 50% and you're in a flood zone you have to "raise the home" to meet current codes - many people still desire a ground floor entrance - not to mention addtional expenses so those are all important things to be aware of before you buy a property.
